Meeting Minutes
17 June 2014

Meeting called to order at 7:05 pm, 22 people present, Introductions were made

Treasurer’s Report
The treasurer reported a closing balance of $5349.60 in the account. Of that balance $1186.60 is not already committed to grants.

Committee Reports
Architectural Review (ARC) – Randy Keck, Chair
ARC members are Amy Trevelyan, Lauren Ross and Randy Keck. Committee toured the neighborhood with Eric Holcomb, staff member for the City’s Preservation Commission (CHAP).

Two important hearings scheduled for July:

1906 Mount Royal Terrace, Zoning Appeal – Tuesday, July 15

Owner wishes to convert property from a two-unit dwelling to a three-unit dwelling

Location: City Hall-Room 215
Time: TBD, either 1:00pm or 3:00pm

Neighbors discussed whether two-unit dwellings had to be owner occupied and how parking might be impacted. Residential Parking was discussed.

Old Business
Home & Garden Tour – Paul Walker
This was a record-breaking year, nearly 400 tickets were sold. Many sponsors, including HMRTA.
Tour team would like to set up a fund with the proceeds for next year’s event.

Grants – Andrea Francisco
$2700 RHIC/Baltimore Community Foundation Discretionary Grant – remaining $2411 is set aside for sidewalk repair on 2000 block of Mount Royal Terrace. $289 was spent on Home & Garden Tour postcards

$370 Parks & People Spring ’14 Greening Grant – funded street tree planting in front of daycare building, grant covers watering for first season. Katie Ziombra is interested in applying for Fall ’14 Greening Grant to fund invasive removal on upper Mount Royal Terrace or general beautification on the 600 block of Whitelock.

$4,000 Baltimore Community Foundation Mobilization Grant funded restoration of sidewalk on 1900 block of MRT; tree planting project on upper MRT; planter projects on Lennox and Reservoir St; chili cook-off

Lauren mentioned the BGE Green Grant as a future grant opportunity, possibly for lighting

Rayna suggested forming a Grant Group, neighbors agreed that this was a good idea. Rayna Tibrey and Katie Ziombra volunteered to be part of this group.

A neighbor requested that highly visible block projects be discussed with the members prior to implementation

Block Captains:
The Board is seeking additional volunteers to serve as block captains – captains would notify the Board of new residents, help disseminate information and help increase participation

The Board will distribute a detailed description of the position to members prior to the next meeting

New Business
BP Tunnel Project
Tunnel at the SW corner of Mt. Royal Ave & North Ave is at the end of its useful life. Amtrak, Maryland DOT and Federal Railroad Administration are at scoping stage for Environment Impact Study. Project website: bptunnel.com Community comments need to be submitted to info@bptunnel.com by July 30, 2014 to be included in their Project Scoping Report.

Welcome Packet
The Board and ARC are collaborating on a welcome packet for new residents.

4th of July Party
Shineka is hosting a 4th of July BBQ in the rear of 2012 MRT. She’s asking neighbors to bring food that can be grilled.

Neighborhood Clean-up
Neighbors cleaned up prior to the Home & Garden Tour – the next neighborhood cleanup day will be scheduled for July
